in the promotion of eight 2nd. Class Inspectors to 1st. Class rank. For the pay of these officers and the allowances which they are enabled to draw, I would refer to pages 51 and 52 of the Estimates for 1919, and page 131 (J.57) of the Hong-
-kong Blue Book for 1917.

It is estimated that the total increase
involved by this proposal will be approximately £200 for 1919, and Mr. Wolfe who is acting as Captain Superintendent of Police supports the scheme. There is no doubt that the
salary of the 2nd. Class Inspector is barely sufficient for
current expenses, as most of the officers concerned are married and have families. There is now practically no
difference between the duties and responsibilities of lst.
and 2nd. class Inspectors. In both cases the hours of duty
are long and irregular.

It would have been possible for this
matter to have been referred to the Commission which I have
appointed with your predecessor's approval to enquire into
the emoluments of the Public Service, but in view of the
delay which has already occurred I have preferred to address Your Lordship separately, after having informed the Com-
-mission that I have done so.

humble servant,
Claustever
